Pandurang Madkaikar’s Problems Skyrocket, as Lokayukta seeks report from CS and ACB on Disproportionate Assets Case against Power Minister and his Wife Janita

According to media reports, the Goa Lokayukta Justice P K Misra has directed the Chief Secretary of Goa and the SP of the Anti Corruption Branch (ACB) to file a status report on 9th August over the investigation conducted into the complaint filed by Adv Aires Rodrigues over the huge disproportionate assets acquired by Goa’s Power Minister Pandurang Madkaikar and his wife Janita Madkaikar, the Sarpanch of Old Goa Panchayat.

In a directive, the Goa Lokayukta has said that the status report on the probe conducted by the ACB should be submitted to office of the anti-graft institution by August 9, says an IANS report.

The Lokayukta directions came after Adv Rodrigues filed a complaint with the Lokayukta over the inaction of the ACB.

“Such status report should be submitted so as to reach this institution on or before August 9. The matter shall be taken up for further preliminary enquiry on August 9 at 11.30 a.m.,” Lokayukta Justice P.K. Mishra has said in the order.

In his complaint filed before the ACB, the complainant Aires Rodrigues — a Goa-based lawyer — had alleged that Madkaikar, had constructed a bungalow which according to the complainant was allegedly valued at Rs 200 crore and had demanded a probe under sections 13(1)(d)(e) of the Prevention of Corruption Act 1988 and section 120-B of the Indian Penal Code, reports IANS.

Madkaikar is currently recuperating at a specialty hospital in Mumbai after suffering an almost fatal brain stroke in June this year (Read Here). Doctors claim he may never be able to walk on his own as part of his brain has gone dead and one side of his body is paralyzed.

Pointing out that Pandurang Madkaikar’s Nikitasha Realtors Pvt Ltd had on 1st April this year inaugurated a huge palatial bungalow at Old Goa estimated to have cost around a whopping 200 crores, Adv Aires Rodrigues in his complaint on May 10th had demanded that the ACB register an FIR under Sections 13(1) (d) & (e) of the Prevention of Corruption Act 1988 and Section 120-B of Indian Penal Code against Pandurang Madkaikar and his wife Janita Madkaikar and to speedily investigate the case.

Adv Rodrigues along with his complaint gave the ACB photographs of the bungalow and a copy of the Affidavit dated 13th January 2017 filed by Pandurang Madkaikar along with his nomination papers at the 2017 Assembly Elections.

Rodrigues drew the attention of the ACB  that in his Income-tax returns for the financial year 2015-16 Pandurang Madkaikar had shown his total income for the year as a mere Rs 1,44,389 and that of his wife Janita, a paltry sum of  Rs 24,389.

Rodrigues in his complaint stated that among his other liabilities and dues Pandurang Madkaikar had shown a personal loan of 10 lakh he had taken from Shiv Samarth Motors owned by Revenue Minister Rohan Khaunte and another Personal loan of 5 lakhs obtained from his brother Dhaku Madkaikar.

Rodrigues further stated that among Janita Madkaikar’s other liabilities and dues, was a personal loan of 10 lakhs she had obtained from Rajesh Khaunte the brother of Rohan Khaunte and another personal loan of Rs 6, 24, 361 she got from her husband Pandurang Madkaikar.

Stating that a perusal of the Affidavit of  assets and liabilities filed by Pandurang Madkaikar clearly reveals that the construction of this new palatial bungalow at Old Goa was  clearly disproportionate to the known source of income of Pandurang Madkaikar his wife Janita,  Rodrigues also drew the attention of the ACB that the Madkaikars’ had in their affidavit shown that they owned only one residential building  at Old Goa  in Survey No. 143/1 with the plot admeasuring 875 sq mts and the total built-up area 580.7 sq mts  valued at Rs. 69,68,400/.

Rodrigues in his complaint also informed the ACB that as Power Minister Pandurang Madkaikar and Old Goa Sarpanch Janita Madkaikar are public officials he has through a letter addressed to their respective Competent Authority sought sanction to prosecute them.

Madkaikar had rejected the allegations, says the IANS report, claiming all the documentation regarding the construction of the bungalow located near the iconic Basilica of Bom Jesus church complex was valid and the construction was carried out using legally earned source of income.

Pandurang Madkaikar could have consumed some ‘drug’ or ‘medication’ that triggered the deadly stroke in his hotel room: Doctors

PANJIM: Power Minister Pandurang Madkaikar, who is undergoing treatment at Kokilaben Hospital in Mumbai since June 5, is responding well to the treatment and is now off the ventilator, Health Minister Vishwajit Rane had told media persons last Saturday.

According to a Herald report, Madkaikar suffered a massive brain stroke when he was in Mumbai for a medical checkup earlier this month. He was operated to remove blood clots from his brain and since then was in ICU on a ventilator as he could not breathe on his own. He was being fed via tubes, but is slowly recovering say doctors.

Doctors at the hospital claim that Madkaikar could have possibly consumed some ‘medication’ or ‘drugs’ in his hotel room that could have triggered the massive stroke. He was fit and healthy and used to spend two hours daily in the gym. It is very possible that he consumed something either the same day or a day before that caused the blood clots and triggered the massive brain stroke, opine neurosurgeons in Mumbai. Maybe he was taking some health or protein supplements,  or energy drinks or such similar ‘medication’ – that fitness freaks are known to indulge in –  and which may be ‘expired’ or maybe beyond the usability date, which caused the sudden brain stroke. Alternatively, a combination of medication could have had the deadly effect.

Madkaikar had met some people in Mumbai. He had visitors in his hotel room. Possibly they consumed alcohol and it could have reacted with other medication that he was taking, said another doctor.

Rane, who visited Madkaikar said the Minister is responding well to the treatment and six months from now, doctors will mobilise him for walking, reports Herald.

“Power Minister is recognizing everyone now. He communicates with people by writing on a piece of paper. He is out of ICU and ventilator,” Rane told reporters.

Madkaikar is not able to converse with people. He is being fed via tubes and it is possible that one side of his body may be permanently paralyzed.
